Morocco: american help 25 $ X x stolen by craft bureaucrats

For more than ten years the USA and Belgium help the craftsmen learning with about 25 Dollars per student ...
But our bureaucracy (elected ?) steals this help ... Craftsmen expect the money from 2016, 2017, 2018 and 2019! !!
